I would expect institutional changes first before cultural such as succession laws you mentioned, and then women having main property rights instead of men, requirements to head businesses mandating females in leadership positions to get licenses, segregation of classroom curriculums, and then so forth before that inevitably breeds actual superiority complexes and viewpoints in the populace.

Would siphon any rebellious spirits out. In your case though, that sort of only makes sense if your nation was already eagerly submissive to be comparable to the Austrians. Would be less conquering and more like...selling yourselves out.
