Many including myself usually aren't into human in Zootopia in general. Let's call it HiZ for short. However I thought that beyond disliking HIZ, the methods of humans entering the world didn't matter much, only what they did when they got there. The boats thing I put in was basically done to leave things vague and open ended for short episodic stories. I can use it to write many or few humans, men/women. Very rare/foreign or becoming more familiar etc. It's not meant to be a grand overarching plot.

A lot of her side of the conflict in Z2 would translate to a romantic relationship too.
