The most sensible is to probably get a cheap setup working and see first.
VRC runs barely on a gtx960 so about everything from the past 10 years runs half way decent in small instances or with culling. All you want is like 5-8GB of vram on the low end, 12-16GB is fine for the future - see what you can get for cheap for now. The rtx 4000 and 5000 are only worth it if you need AV1 and the newer features or when a 3090 is not enough.
The rest of the system matters as well and can bottleneck from the cpu - aim for some AMD from the last 6 years with 6+ cores.
