The answer's gonna be different depending what it is you're drawing and how big of a project it is. 15-60 minutes is a reasonable starting point for a figure drawing, ~5 for gesture.

You can make the most genius interpretation of a meme, or the greatest artwork or animation of the month, but if no eyes see it, it means nothing. Also, dont draw things you dont have a passion for, it shows in the art and will also hurt engagement. As for the timeline, it all depends on you. Can you make consistent high quality work and be consistent in your engagement patterns across sites and platforms? If so, it can take less than a year for massive success. TurboRenegade comes to mind immediately. About one year ago, he had just started posting blender animations and doing his silly bass boosted meme guy at around 7k followers. Additionally, I remember Bradett crashing out on my timeline frequently at 1k followers until one high effort animation later had tripled their following count. Turbo coming to mind also brings up another point: The style in Turbos animations are extremely distinct and pleasing, all to say you should probably be bringing something in stylistically for people to enjoy as well.
