Does thos mean that a "German" citizen visiting El Salvador has to prove that he has. Money for his stay. Did I read it correctly?

If so, how do you prove it? Do you just show the border agent a screenshot of your bank statement?

Yes. Though most likely they wont ask at all unless you give them reason to doubt your ability to support yourself by looking like a disheveled migrant.

It's usually enough to show your credit card. They don't really ask or care about proof of funds if you are from a wealthy country like the US. But they will ask about the onward ticket.

you can have people register when they enter the country. they have to right their name on the local language and if they can't, make them draw a circle instead.

In theory yes, but they'll just assume you do if you're not brown.

usually they will ask and if it sounds plausible it is fine. If they aren't confident they will ask for a proof like a valid credit or debit card. If you want to be completely denial-proof, go to your bank a few days before departure and request a hand-sign and stamped statement of your bank account. Show that at the customs and proceed.
