came here to post this. go to the little bars that only seat 5 or 10 people. you can get a nice drink for ¥500 and the bartender will chat with you as long as you want. if you don't know any japanese just stick to the tourist areas and they'll speak some english.

the thing about tokyo is that there are literally tens of thousands of bars. you have to do a little exploring to find the places that suit your taste. if you just walk down the main street in shibuya and stumble in to the first place that has a tout outside you're going to have a shitty time, of course. gitgud

Yeah, those suck. Avoid any place blasting loud music. The smaller, quieter bars can be a good place to relax and chill with people though (mostly English teachers or people who got married here 30 years ago)

I've had the best experiences at smaller places just outside the main tourist zones. Where there's enough foreigners that it's normal to be there and lots of people speak English, but it's not completely dominated by tourists. Also, these days, there's lots of Korean and Chinese tourists who can help with the language barrier.

But like the other people said, the best experience is really just going to girls bars or Kyabakura if you can afford it. you can spend all night getting wasted with the most beautiful women who pretend to like you (and are often good enough actors to make you feel it).

One time, while I was traveling alone across Japan on holiday, I stumbled into a small izakaya in Hakone. The bar only had seats for 8 people. As soon as I entered everyone turned to look at me: 3 young Japanese women, a young Japanese lady with her older Japanese boyfriend, an old Japanese guy, and the skeptical bartender. I sat down next to the old Japanese guy and ordered my drink, and everyone went back to their business. Eventually, I put my elementary Japanese skills to work and tried talking to the old man. I learned he was a local who came to that bar every night. The 3 women, upon hearing I could speak a bit of Japanese, immediately started asking me questions, and I told them my story. I learned they were from Tokyo and having a girls' weekend. I also learned that the 4th young lady was a university student, and she was traveling with her boyfriend. They were very curious about my travels. As we chatted they kept ordering me drinks, and eventually the boyfriend, I guess in an attempt to impress his girlfriend, announced that the tab was on him. The Tokyo ladies then said they were going to a karaoke bar and insisted I come with them. I obliged, and what followed was probably one of the best nights of my life. The drinks didn't stop pouring, and I didn't pay a cent. They would ask me to sing Queen and Bon Jovi, and in return I'd ask them to sing anime themes from shows like One Piece and Evangelion. Those girls squealed when I made my requests. They knew every word.
I didn't take any of those girls back to my hotel. I was engaged, and I didn't want to be a cheater. I also bashed my knee pretty badly after leaving the karaoke bar, and I woke up with a horrible hangover. But that night is still one of my most cherished memories. We still all follow each other on IG, and they congratulated me on my wedding.

When I went half a year before COVID started I randomly found an amazing maid cafe. It had a French inspired theme, girls dressed modestly, they served mostly black tea that the girl would brew for you, cakes and fluffy omurice the girl would prepare in front of you while you were talking. Alcohol was completely optional, never even mentioned girl drinks, and the tea and food were actually decent. The prices were understandably high, they had a sitting charge per hour and you could buy a photo with the girl and some extras I don't remember but they didn't push it very hard. I would spend maybe $20-$40 each time. Girls were extremely friendly and very happy to talk to me with my shitty Japanese that at the time was 3 months of taking actual lessons and 7 years of watching anime, except one that was so shy she couldn't even hold eye contact or open her mouth.
The place was also empty as fuck most of the time. Sometimes I was the only customer there with 2-3 girls. Which was nice but that's also why they shut down two months later even before COVID would have killed them.
Not sure if there are more places like that or how to find them. I would gladly repeat this.

I mean, yeah, I had plenty of random conversations with people in bars and made friends or hooked up that way. I live in Europe and experienced the same in several European countries.
Japanese people are ridiculously autistic when it comes to talking to strangers so it is much harder to do this and it heavily depends on the setting. Usually only older Japanese people (40+) will initiate random conversations in my experience.
