Should I visit Philadelphia or Dallas next May? Would be for 5 days. I'm a euro and have friends in each but have never been

Both are c-tier cities. Have your Philly friend meet you in DC or your Dallas friend meet you in Austin.

I'm sad for you because those are your two choices. I'd go to Philly, spend 1 day, and then take the train to NYC and Washington DC. As a Europoor, you'll like DC with all the free museums. The weather is warm on the east coast in May, but you may get rain. DC and NYC are great for getting around without a car with the metro and subway systems. There's no reason to do Dallas if you haven't been to the east coast.
