Chinatown was fantastic and based on what I've seen of Polanski's filmography I'm just going to go ahead and say he was entitled to that underage girl.
I haven't seen The Two Jakes though.

Chinatown is one of the greatest movies ever made. The Two Jakes is a flawed and tepid movie that shows exactly how much Polanski brought to Chinatown.
