She's got the voice, and mannerisms down, you know she's good actor because she never wears the costume and is instantly recognizable as Harley Quinn, like Hugh Jackman as Wolverine. the movies just don't give her anything to do regarding HQ's gymnastics so most of her fight scenes are lacking.
In the same way Ryan Renalds is a good Deadpool or RDJ a good Tony Stank. Almost completely mis-characterizing them with there own interpretations; and there own characterizations in turn than become the characters canonically. Someone mentioned here how I the sequel her popularity waned because she was altered to be a sexless Kooky doofus and it makes so much sense. The suicide squad ruled and the best scene that captures the essence of her is when she is the pitfalls.
