He's always going to be street level at best due to his propensity for violence and immediately going after people who slight him, not to mention how impulsive he is. He'd never be able to get to the level Gus did and his empire expanding wouldn't be possible since he'd very quickly get caught trying to actually get to higher levels of distribution and money.
