Because that's not how movie financing works. Financers want to know they can recoup their investment, saying "hey, I got this random no name slut" doesn't convince them, while saying "I got an A-list bimbo that pulls crowds" does.

Lot of cosplayers are turbo womanlets and a lot of cosplay is about looking big and powerful… very easy and cheap to do that with low-quality pics and all the readably available editing tools. But to make someone look bigger and stronger on film is costly and you have to factor in technical shit like OK now we can’t have the tall actor in the same shot. They manage to get better costumes for a fraction of the cost, but they actually care about making them look accurate AND good. Hollywood wants everyone to think only certain costumes (the ones they make) will look good being filmed, but that's clearly cope. Most of the upper 5% of cosplay costumes would do perfectly fine in a film.
