The characters she encounters are anthropomorphizations of her own traits, thoughts & internal conflicts, and the obstacles she overcomes are analogies for overcoming internal conflicts and growing from a child into a young adult.

She is dreaming, exploring her own subconscious, who can only talk to her through symbolism. Analyzing and exploring one's subconscious through dreams is a way of growing up through individuation. Read Jung for more if you are interested.

Felt like they spent 80% of the budget just on that. Even anime doesn't go that far in the saving the budget for an epic finale. It was really jarring.
