Yes, and? The point is that this movie barely flopped and that means that there won't be a 3rd one (good), but the studio didn't lost some huge pile of money on cinema run. Now they are in good position to recoup whatever loss they had with streaming and home-media sales and rentals, ending up back to square one or having a mil or two of profit.
Considering the current state of affairs, how bad the movie was and how little marketing was done - that's actually a success, and not a problem.

It is perfectly acceptable, up to a certain margin and also fixed sums. Losing 10-15 millions is very easy to recoup from, and if you used any of the filming tax cuts, you get another 5-8 mil of "loss" that's still not a problem.
Because that's still profit to the studio itself, even if it didn't make the budget back.
Given how this movie was produced, all they needed was making 10 mil domestically. They did 9 just in the opening weekend. Anything after that is profit TO THE STUDIO, even if it barely made 36 mil against 25 mil budget. This wasn't a blockbuster, so no, they didn't need to earn 2.5 the budget to even turn green. They could be below half their budget and it would still be profit.
The only thing that's gonna happen is no further sequels, as pointed out by >>214207714, since it wasn't profitable enough to justify making another. First movie did 58 mil against budget of 16, so it made blockbuster-like profit. Hence the sequel.
