As far as modern movies like post-2000, I prefer Korea by far. Japan used to make a lot of great stuff, but I everything I see from them post-2000 is either ridiculous live actors acting and fighting like they are anime characters, or bone-dry, meandering and up it's own ass. And then there's the obsession with high school being treated like a platform for deep philosophical melodrama. I swear I want to like Japanese movies but every since Kurosawa kicked the bucket it's been downhill. Korea makes tons of kinos, and they are masters of thrillers specifically. Some of the most intense movies I've ever seen in the genre were from them.

Blue Spring is a 2001 cult classic that is also worth checking out, though you may find the teen angst a bit off-putting.
