Why didn’t the starks just slaughter them at some point in history?I doubt the other houses of the north liked the boltons enough to care.

Also it wasn't always "starks = noble Boltons = evil". George actually goes to great lenghts to subvert the identity of both houses in the expanded histories (during targ times most starks are opportunistic assholes, most boltons and lannisters are pretty cool dudes) so it depended on the ruler... I think george also regrets making the starks such noble idiots in the main timeline.

You can't have 2 noble houses, in close proximity to eachother by land, have on and off fights for several centuries.One of them would have genocided the other well before that.I think it would be better if the Boltons had been killed long ago, and the Starks had allowed one of Bolton's cadet branches rule Dreadfort, but under a different name and banner.After the betrayal, they change their banner back to the old one
