Also, a damaged taxi isn't that special in LA. It took one detective who went above his duty to pursue the case and connect the dot to find him. Other cops would have just clock out and push the problem somewhere else. This was a major plot point in the movie. Vincent believed in the apathy of human beings and didn't expect people like the cop or the driver to put in effort to take action against him
