In some ways yes, NY is pretty cheap and some parts are just boring but still it works pretty well, LA feels like a remake just like Evil Dead 2, and in both cases you see the sequels have lost a bit of the first's soul. But in defense of LA, it expands upon the universe and has a much better ending that redeems (saar) the whole movie.

Don't know, probably months to a few years, if everything goes smootly. But their world is so fucked I don't think they can go back to what they had, and those in power will get fucked no matter what. Without the tech there is nothing holding the masses, and everybody got a gun, gangs and warlords would make their move pretty fast.
