He hated that he went to jail and Tony didn't, and Tony became the boss even though he was beneath him before. Tony B feels like he's owed something, similar to Feech, Richie and Phil (the other characters who were released from prison).

Perhaps in the beginning but he probably moved on from that after 15 years. That's why he was surprised when Tony told him what really happened over the phone. He seemed touched that he felt guilty about it. I don't think he had any resentment towards Tony he just needed money and then it spiraled out of control and he accepted his fate.
