He's picked off the streets of Liverpool as an orphan, characters compare his appearance to a gypsy, a west Indies sailor, an American (presumably Latin American?), a Spaniard, an Indian, and a Chinese. The point is that he looks vaguely foreign and could have come from all sorts of places because Liverpool was a huge trading port then. You could cast anyone from a tanned Englishman to an Indian and be accurate to the book. He wouldn't be black, though, because that would mean his ethnicity wouldn't be a mysterious
