What I would blame the parents for however is how they basically ignored him for most of his life, especially when they abandoned him to live by himself as a teenager. Not only did this give him issues with feeling unwanted, it gave him to opportunity to kill his first victim in that empty house. If you watch his interviews, you see his main psychological issue was fear of abandonment. Killing people was weirdly incidental to his main goal, which was to have a lover who would never disobey or leave him. He never got over the childhood feeling that his parents didn't actually care about having him around, so he stacked corpses because they could never abandon him.
