It's just easier in every respect to the production to cast people in their early 20s as teenagers, rather than actual teenagers.With actual teenagers, aside from any issues of labor laws, you're risk having issues because you can't predict what they're going to look like in a few years. You can reasonably expect that a 22-year old is going to look pretty similar when you're on Season 3 and they're 25, but a 15-year old might look strikingly different by the time Season 3 rolls around and they're 18.
