It’s fully possible Harry’s father gave or loaned money to Dursley senior, to start his business.The Dursley’s seemed to have gone to high end private, (what in the UK would be called “Public”), schools, so Dursley likely wasn’t poor. Dursley senior was also just planning on sending Harry to a state run school, while Dudley was going to be sent to a high end private/public school. The Dursleys also basically used Harry as a house slave or house elf, to serve the family so it’s not like the Dursleys got nothing in return for taking in Harry.
