Anakin and Padme saw firsthand how bureaucracy got in the way, although he likely experienced it much later during his ten years with Obi-wan. I believe it was Obi-wan who instilled in him some of his own distrust of politicians. It's not unlikely that given his circumstances, Anakin might come to the conclusion that big governing bodies with lots of opinions is the opposite of what it needs to get things done.
