He was extremely prideful and couldn't take the idea of being a normal person. When he's about to run off with his girlfriend to become an informant, he sees some random dude who looks depressed with kids and instantly thinks that everyone is like him and that the mobster life is great because he isn't some nobody, and he ends up becoming a horrible person because of that. He could have swallowed his pride and become a good cinematographer but he took Tony's route and that ended up with Tony, who's an even bigger sociopath, ending his life out of spite.

There are tons of other people in that scene and others Chris sees with kids which are perfectly content and happy with their lives. Chrissy fixating on the one guy who looks miserable is meant to show he was already biased and unwilling to actually change, because it hurt his ego. He wanted to be special and feared/respected, and being a normal guy with a happy family he saw as inferior.
