You couldn't make that from stone and cement. The weight would be too heavy. Even with our current tech it wouldn't be possible. In the top two images that structure is surrounded by adult trees dwarfing humans. The only way to build large structures is with light weight material. This was a mausoleum dedicating to Isaac Newton. It's design was that in the day it would be dark inside with the ceiling having specific holes drilled in to match the night sky and at night the light would be reflected to illuminate the entire inside like it was day.
