Is it illegal to wiretap malls? I'm pretty sure most malls have camera's with audio.

I imagine it would be illegal in general without consent of the owner of the property the illicit surveillance is being conducted at. The mall ownership my consent but depending on what leasing arrangements are with the individual merchants and companies operating the store units within the mall it might not be allowed.

This too for the most part. They will find or force some bullshit workaround. The idea of "laws for thee, not for me" is as old as the idea of jurisprudence itself.
