As others said, that's how it is in the comics. There's Beak, whose mutation turned him into a humanoid chicken.
It comes down to how you use it though. Like Spaiku did in the movie, he could be a pretty effective assassin. The other spike guy had super accuracy and throwing ability. And say you had Shadowcat's power; what if you didn't have control and fell into the Earth while sleeping? Or drove you instance to the point you transitioned to male?

The power came from a ruby originally. The helmet was special in that it blocked telepathic attacks. The whole point of Juggernaut was that he couldn't be physically defeated, you had to get the helmet off and then any telepath, usually Charles, could shut him down.
In X3 they just simplified him to a very barebones version where he's just a random mutant with the power of being strong and hard to stop. Oddly in Deadpool & Wolverine they used his helmet blocking telepathy as a major plot device despite the fact that it had never been mentioned in any previous movie.

Magneto being a leader to all mutants is mostly a meme. In general only a few people actually follow him and agree with his extreme goals of human extermination. Most mutants still have human family members and friends and would rather follow Charles or stay out of it.
