There are other things at work that pull them back to the town (e.g. the scars on their hands fade after they defeat it at the end of the story) and it is genuinely scared of them. This is why whenever they film it the second half comes across so badly--in the book you have jumping narrative timelines whereas the film versions split each period according to their childhood encounter and their return as adults. That doesn't really work because it is on its back foot after being defeated the first time (e.g. it has to enlist Bowers in an attempt to weaken them) and they have to relive/come to terms with their childhoods to understand what they had that was effective against it as adults.
