It's power is corrupting the people in its vicinity (i.e. the citizens of Derry) and it has some type of sense that gives it a window into your psychology (it can read your mind or is somehow all seeing like a supernatural Big Brother). It pervades the entire town and can manipulate people to do it's will. It's limited to an extent, it has to suggest things to people and can't simply possess and act through them, but over the eons it has been in what eventually becomes Derry it has formed a sphere of influence on the environment.

People saying "durr, it should attack a city because it can do more damage" are retards. Why does a serial killer space out his crimes instead of just engaging in a mass shooting somewhere? It's just the type of evil it chooses to engage in. There's also nothing in the book/movie about choosing it's location. It crashes into earth in the area that will eventually become Derry and remains there.

It's noncorporeal for the most part--it's a presence that exists in multiple places at once and isn't bound by time and space. Why are you talking about security cameras, retard? It's not that type of monster. Part of the horror of It is not knowing how the entity knows what it knows or does what it does. All the reader/viewer knows is that it somehow understands your personal psychology and its presence exists throughout the town. On top of that it is defeated by its hubris the first time it comes into contact with the Losers Club (i.e. it sees humans as insects and has no fear of them) and 27 years later it depends on Henry Bowers to take out as many of the Losers as he can because the group has a connection that makes them dangerous to it.

We know that it exists outside of our sense of reality (i.e. time and space) because it doesn't have a physical form (i.e. It's noncorporeal). In the book there's also the shit with the turtle (that also exists outside of space and time) which we know is true because it references it while attacking Bill (it says the turtle is dead...either it's lying or it still exists in whatever region of existence that is and has a window into it). It's not about avoiding security cameras in order to get away with murdering kids, dumbfuck. It's a supernatural entity that exists outside of time and space BUT it takes delight in corrupting it's surroundings and nourishes it's physical form by feeding on children--it can also taste fear).

I think that's more just their psychological regression by being exposed to the trauma they went through as kids. There are other things at work that pull them back to the town (e.g. the scars on their hands fade after they defeat it at the end of the story) and it is genuinely scared of them. This is why whenever they film it the second half comes across so badly--in the book you have jumping narrative timelines whereas the film versions split each period according to their childhood encounter and their return as adults. That doesn't really work because it is on its back foot after being defeated the first time (e.g. it has to enlist Bowers in an attempt to weaken them) and they have to relive/come to terms with their childhoods to understand what they had that was effective against it as adults.
