Probably, but even if he couldn't he would amplify his own power with the ring, destroy Sauron and then become it's new master. A consideration is that he was entranced by the Silmarils, but I imagine they were more powerful than Sauron's ring.

That's part of why he doesn't show up too often in person, he weakened himself greatly to produce his own armies (that and the leg injury).
