That's an iffy subject, since Morgoth is supposed to be incapable of creating life, only creating mockeries. And dragons are not warped Eagles, since those are Felbeasts.

Nowhere was it stated that Tulkas was stronger than Morgoth. Having said that, Morgoth was nearly beaten by a spider so I guess his physical force was nothing special. His power probably lay in his mind, he could probably unthink Tulkas from existence.

My understanding is that he can't create life out of nothing like Eru can, but he can rip out (spiritual or physical) chunks out of himself and mold that into new monsters. That's part of why he doesn't show up too often in person, he weakened himself greatly to produce his own armies (that and the leg injury).

There is zero consistency at all. Morgoth can be powerful enough to challenge Eru, then weaker than a mortal; strong enough to spawn minions that can solo valar, yet also weaker than any valar.
