Council regulations are often nonsensical and harm local farmers and businessowners more than corporations and franchises.

And the solution to that is to rationalise the regs so that the corpos and franchises are also impacted, not to allow a free for all where some washed-up old reality TV star who's only talent is mugging the punchline of genuinely brain-damage-tier dad jokes about cars directly to camera and hitting people when he doesn't get his own way can strut about doing whatever the fuck he likes.
