This isn't really considered a scandal. It's considered standard scientific practice. A professor with a long career will spawn dozens of PhD students, some of whom will go on to spawn their own students, all of whom will probably cite something by the original professor. I can find papers from the 70s by people in my field where they do this. Even self-citing is awfully common. Everything is permissible once you become a big name.
