Maybe for old movies that had special effects done on a shoestring budget, or had some other objective shortcomings that brough the quality down, in those I could totally understand fan-made fixes. Based on what I read about this, there may be some potential in it after a re-edit of the re-edit by someone else, but even then it seems like it would just be a "Blade Runner with more cityscapes shots of the Spinner flying plus some deleted scenes".
