I liked how the movie cut from the kids flew from Hogwarts to London with the invisible monsters to them being inside the ministry of magic, without explaining how they got inside (how did they do it in the book anyway, it's been decades since I last read it?). I feel petty typing that, as I'm not the target audience of the movies. The atmosphere and visuals do make up for much of the silliness. They're comfy movies to watch.

They never explain even in the books, but since teleportation doesn't work inside hogwarts, the cup was probably given special exception.
Dumbledore can control the enchantments that block apparition and lift them temporarily. We see that in book 6 so students can practice apparition.

The cup was always a portkey designed to teleport the person who touched it to the starting line. And it was the only way to teleport within Hogwarts. Fake Moody used the same trick he did on the Goblet of Fire and confused the portkey into accepting a different destination.
This explains why the cup brought Harry back to Hogwarts when he touched it a second time. That was it's original target. Otherwise it makes no sense why it would do that.
