Star TOS, TNG, and DS9 are all better in my opinion. I like Babylon 5, but its fixation on its serial narrative is kind of its undoing at times for as good as it is. Still love Babylon 5, though. I love both more or less equally

Babylon 5 is more unique and has more dramatic storytelling, but it's a compromised work, season 4 cuts the shadow war short, giving it a sudden and unsatisfactory ending and season 5 is nearly all filler.
B5 also looks and feels cheap in comparison to DS9 and much of the acting is bad, with a few great performances doing all the heavy lifting (and they are very great)

DS9 on the other hand is far more polished, and it's overall quality in terms of acting and technical aspects is higher, but it's writing is more mundane but still good, it's also a complete and uncompromised work that only gets better as it goes on, which counts for a lot.

Basically B5 reaches for true greatness and doesn't quite make it, but the effort is admirable anyway while DS9 is content at being merely very good and succeeds at exactly that.
