Is the Shield a top 5 show of all time?
Thousand percent. It's every bit as good as any HBO show, if not better even without swearing, because it showed dark and disturbing shit that even HBO wouldn't dare. The Chris Benoit angle and SUCK IT would never air on HBO. They're actually edgy, not safe edgy. HBO never dealt in real edge again after Oz.
