Spice enhanced warriors. Threat of stopping spice flowing onto worlds forcing their surrender, handicapping their functionalities. I think Herbert, like Howard, just really romanticised the idea of people closer to nature - a more barbaric people - being tougher and more capable.

He can pick every single battle and never has to worry about unannounced reinforcements showing up. It'd be like fighting a country's military by at the start of the conflict, forcing them to hold their current positions, robbing them of any means of communicating with other bases and groups and so on. You'd be able to take the country with a fraction of their total force. Most would just surrender instantly.
