The distinction between hole and non-hole hobbits is purely cultural based on hobbit subcultures. Bucklanders generally live in freestanding abodes, like Crickhollow which Frodo was moving to before leaving for Bree in Fellowship of the Ring. Those that live in West Farthing generally lived in Hobbit Holes. I can't remember if there's an exact distinction as to why this is, but I'm sure in the 80 pages of Fellowship that talks about Hobbit culture before Frodo leaves the shire it's explained.

Only if he wears it and I don't even think that's revealed until he puts it on for the first time. He is never explicitly told this. The plan also seemingly works and is mostly to distract Sauron's spies/snitch ass hobbits.
