There are so many comedians that just talk enthusiastically. Like I get it observational comedy can just be whatever and I guess there’s an audience for that. But tell a joke! Set up, punchline! Because if you can’t do that then you’re not doing comes, you’re just talking!

There's 3 main theories of comedy: superiority, incongruity, and benign violation.

Superiority: laughing because we feel superior to someone else or their misfortunes
Incongruity: laughing because there's a mismatch between our expectations and what happens
Benign Violation: something initially seems threatening and is then revealed to be non-threatening

We need more incongruity in comedy. Most comedy these days is all in on superiority with the occasional benign violation. The basic pattern is just "x person is racist, what an idiot" or "x person is a tranny, gross". It's all just in group/out group strawman arguments to make people feel superior. I blame The Daily Show.

Yeah definitely incongruity. I think you can also reverse these dynamics for good content. Emo Philips is a good example of incongruity with some reversed benign violation - a seemingly innocuous statement that turns out to be awful.
