(Non-serious comedic movies like Austin Powers are exempt from this rule due to them inherently not taking themselves seriously).What's worse for you is I can even name an example of a film in a similar genre that's done this situation better - The Bourne Identity. All of the main cast are Americans who are just in France for the sake of the setting. And the one foreign woman, Maria who is a Swiss German, is actually played by a German actress who both looks like a German and can speak German. This adds a lot to the verisimilitude and immersion of the film. If you don't bother with that while making a serious film, then it's worthless garbage. Simple as.
