No. Fans control speed by adjusting the amps using a rheostat. Low speed won't have enough amps to overcome static forces.

They have capacitors, which are kind of like batteries in that they can hold a charge. What's special about them is they can hold a higher Voltage than what's coming in, so they can increase starting Torque.

Capacitors also control which direction the fan spins, which is why some ceiling fans can reverse directions by flipping a switch.

They use a something called a shaded pole motor. Residential fans are single phase 60hz AC, meaning the electromagnets flip poles 60 times a second. When the electromagnet turns on it gets attracted to closest electromagnet of the opposite pole no matter the direction. A shaded pole motor, "shades" part of the poles on the non spinny part of the motor to add lag and increase the shaded parts magnetic strength. So the spinning part's magnets get attracted to the weak part of the pole and after the lag to the stronger part of the pole

There's a cool reason why the surge is only at the start. Electricity is created by spinning copper in a magnetic field, the faster it spins the more electric force it creates. An electric motor uses electricity to create magnetic fields to spin copper, the faster it spins the more electric force it creates in the opposite direction.

If you manage to hold a big electric motor still, it'll usually trip the breaker. Motors will have a LRA (locked rotor amps) rating, to let you know how many amps the motor will draw if it can't spin up, so you can properly size your circuit breaker and not burn up your motor.
