Is it just canon that Saruman is a moron loser, and he only seems cool and sinister in the movie because all we see of him is the forward-facing persona he curates?
Pretty sure the punishment only lasts as long as he refuses to atone for his crimes, or sins, if you prefer. Tolkien was a big ol' softy.

It took a series of miracles to win, and even Gandalf admitted their gambit was "a fool's hope".He also didn't really know about hobbit resistance to the ring, which was the foundation of their plan. Nobody else could have carried the damn thing.
