No The One is part of the system. He represents the human beings who subconsciously reject the Matrix and unbalance it. He periodically returns to the machine mainframe to rebalance the Matrix and prevent it from falling apart. The One needs to make this decision "voluntarily" but in reality the machines force him to do what they want because if not, Zion is destroyed, the Matrix collapses and all humans die. The One consistently shows compassion for humanity so they always choose to go with the machines' plan and reboot the Matrix before rebuilding Zion again. In Neo's case, he loved Trinity so much that he couldn't allow her to die, even if it meant dooming humanity. So he was the first One to reject the offer of the machines and change the status quo.

The biggest lore dump represents the reveal of the big twist of the entire franchise. That being Zion, the resistance, Neo and the prophecy itself exists because the machines created them. Neo is a machine hybrid construct who exists to do what he did in the movies in order to return to the source, give them telemetry info on the emotional responses of humans when put in the most heightened states making quintessentially human choices. Machines don't understand what makes humans tick so they modify one specific one and put him through specific trials and tribulations to suss out the things that their cold calculating logic cannot adequately model. The only reason this particular cycle is unique and there's a movie about it, is one of the programs which is supposed to be logical to a fault accidentally gained a shred of humanity which is now threatening to bring the entire system down. The machines were forced to work with the humans they've acted as stewards to for millennia due to one of their agent programs going rampant. From a certain perspective, Neo wasn't the special one at all, he was doing exactly what he was designed for. It was Smith.

The “architects” create a world, and later destroy that world when the non functional aspects of that world get too great.
This is basically the black guy in the last Guardians of the Galaxy film.
While the film is ostensibly talking about “The Matrix” in reality, the speech is talking about the real world, and various “Empires” which have fallen, and which are just past versions of the Matrix.
The story of Noah, is basically a past purge of a Matrix.
The story of the Fall of Troy, is basically a story of a past Matrix.
