How does he see more importantly what does he see? Like are images like a bunch of lines or is it like the hollow deck or a bunch of 1s and 0s

I'm pretty sure there's an episode actually showing it.

Unfortunately you've hit on a problem here which has no answer, 'what is the experience of someone else like?'. When we try to imagine this we end up instead imagining ourselves into the sensory situation, and what those sensations would mean to us, instead of having any sense of how they would be perceived to the other person. Maybe his visor does draw a bunch of lines, but his brain knows what to do with them, so for him it's like the holodeck

Here are two clips

This is from season one, so it looks like just some color edited garbage. Then there's this:

Which was from the first TNG movie, showing that his visor shows the same vision as the rest of us.

They imply that it's based off some neurological link, activating all possible visual range. So instead of seeing in the normal visual range of the human eye, it sees human capacity and beyond, including infrared and Ultraviolet, and all simultaneously.

I might be wrong, this is only the first time I've bothered to look it up
