Apparently the modern audience for Discovery was determined to have such a short attention span to even watch a five second sequence of people standing still that they got rid of the transporter rooms completely and decided to give everyone magical instant teleportation built into their comm badges that somehow knows where the person wants to transport to without any verbal commands or targeting actions besides randomly tapping the badge, and can also work while the person is walking like they are just strolling into a different location 40,000 kilometers away mid stride.
