Apparently Quorra dies offscreen right after Legacy ended because programs can only exist in the real world for a half hour, which causes Sam to leave the company. The asian girl figures out how to make it so programs can exist irl permanently, so Evan Peters sends Leto and the black girl to kill her and steal the code. Leto grows to have a soul though and protects her. In the end Even Peters gets the permanence code, the red programs come out and try to take over, Leto stops them. Then in a mid credits scene Leto looks at a picture of Sam implying they'll team up in the sequel.

The Tron franchise has always been a tech demo for Disney to show off their latest accomplishments. First one proved that CGI was possible to use in feature-length films (even if it was panned by critics as “soulless” at the time) second one was the first instance of CG de-aging process with Jeff Bridges. Crude by today’s standards, but groundbreaking at the time.
