Because Mann likes to work with actors and Cruise isn’t a good actor. Foxx mogged Tom in this kino. Don’t get me wrong cruise is a great action star and a charismatic guy. He can pull off over the top comedy too (Tropic thunder). But all his attempts at “serious” have only revealed his weakness.
