It COULD be a GPS tracker but they usually come with a shock option, and it would have a GPS antenna on it if it were meant to be used to track the dog. Also, nobody would have a tracking collar on their dog when it's in the house. That's a shock collar for sure.Don't have a dog in the fight here, no pun intended, and i hardly know who this guy is. But that's a training collar for sure.
