Berlin was a popular Weimar-era tourist destination to go fuck little boys. It happened because Nazis came to power thanks to the Great Depression. The reasons were purely economic and political.
Between Nazis coming to power and WW2 plenty of things happened, so it's not like they voted for them knowing they will start the war.

And Berlin was one of the most anti-Nazi regions in Germany, so they clearly didn't have a problem with all this alleged degeneracy.
