His uncles own a competing waste disposal company who are competing for a bid with Tony's company. That's it. The guy doesn't even run the company, and isn't in charge of anything. Chrissy says he's gonna "handle it", and he comes up with this plan all on his own. I chalk it up to season 1 wonkiness where they haven't nailed that down, as I don't think later Sopranos or Chrissy would handle it that way.
