They put all the pieces in place, but they just wanted the Starks to be all good guys and end the show with a good guy on the Iron Throne. They won't make it explicit, but it was supposed to end with the others being defeated, Dany being BTFO, and Bran on the throne, but with plenty of hints that this is just some weird skinwalker ruling the kingdom with an iron fist, and not a clear cut 'good ending'.
